The project contributes to the government’s umbrella program of land sector reforms through identification of innovative approaches to mainstreaming VGGT principles; building of stakeholders’ capacity and skills for inter-sectoral dialogue on land reforms; and generation of knowledge and coordination mechanisms for improved land tenure governance at community, national and local levels. It will catalyze inter-sectoral partnerships between institutions to overcome barriers to sustainable land administration and management and enhance human resource capacity for planning use of land and resources. The Mangrove Inventory and Assessment of Abandoned, Undeveloped and Underutilized Fishpond is a nine-month study being undertaken by the DENR, in cooperation with BFAR and LGUs, in the 13 coastal municipalities of Zamboanga Sibugay. The project main activity includes inventory and assessment of all abandoned, undeveloped and underutilized (AUU) fishponds in Zamboanga Peninsula with the end in view of reverting these AUU fishponds to mangrove forest. The identification and assessment of the AUU fishponds shall lead to the formulation and approval of fishpond lease agreement (FLA) cancellation and reversion rules and guidelines, conduct of suitability assessment for reforestation of unused FLA areas in the region, and the actual reversion of suitable unused FLA areas to mangrove forests. The project involves the technical assistance for concerned government agencies and communities to review the extent of hazardous waste contamination from urban areas and communities and develop urban revitalization recommendations for the country. The Technical Assistance (TA) aligns with ADB’s County Partnership Strategy (CPS) for the Philippines for 2011–2016. The CPS seeks to reduce environmental degradation and vulnerability to climate change and disasters by helping the government gain access to concessionary resources made available for greenhouse gas mitigation in the land use sectors at the global level; working with government and the private sector on possible public–private partnership solutions; and improving sustainable environmental infrastructure in urban areas.
