The project will improve efficiency and reliability of delivery of SWM services to residents in the recipient LGUS by provision of priority infrastructure investment in SWM through construction of sanitary landfill and MRF; acquisition of collection vehicles, MRF equipment and waste bins; and application of an appropriate SWM system such as SWM thermal treatment and proper landfill management. The Project’s institutional development component will focus on capacity building, training, public awareness and community development to improve the present SWM practices. It will also enhance the capacity of urban areas to attract more investment in waste to energy (WTE), increase productivity, and create enabling environment for higher economic growth and global greenhouse gases (GHG) reduction. The project is a pilot study that tackles the development of ecosystem accounts in Southern Palawan. It will aim to answer key policy questions in the Philippines. In particular, by constructing an ecosystem account for Southern Palawan, the Phil-WAVES Technical Assistance (TA) will be able to analyze different development options for Southern Palawan; one of the few largely untouched ecosystems in the Philippines. Key policy questions that will be addressed are the economic, environmental and social trade offs of different development paths based on mineral extraction, ecotourism development, or fisheries and agriculture. The Program on Forests Study on “The Role of Forests in Reducing Poverty and Enhancing Climate Resilience” is a study of the Department of Environment and Natural Resources (DENR) with support from the World Bank (WB). It aims to enhance understanding of how forests and the ecosystem services they provide contribute and mutually reinforce both poverty reduction and resilience in the Philippines. To achieve this, the study will be focused on measuring and valuing ecosystem services, specifically provisioning and regulating ecosystem services, as a component of natural capital accounting. By applying approaches for capturing the economic contribution of both provisioning and regulating ecosystem services of forests, the study will provide the evidence to support the joint strategic focus on building resilience of the poor through sustainable management of forests.
