DENR’S ODA portfolio in 2010 consisted of 32 projects, with an aggregate cost of US$386 million or approximately PhP19 billion. This reflects a 36% increase over the previous year’s portfolio size. The Environment sub-sector received the biggest share of the ODA pie at 36% or US$138 million, followed by the Coastal/Marine subsector at 17% or US$64.5 million, and then the Land and Forestry sub-sectors which received a share of 9% and 8%, respectively. Integrated ENR or cross-cutting projects comprise 24% of the portfolio or US$93.5 million.
Foreign assisted projects supported the achievement of sectoral goals and objectives defined in the MTDP of 2004-2010. Its main contributions are in the form of (i) policy and administrative reforms as well as pilot testing of alternative approaches to ENR management; (ii) reinforcement and up-scaling of proven technologies and strategies in partnership with LGUs, local communities, other stakeholders; (iii) capacity building for more effective enforcement and compliance to national environmental laws as well as international agreements.
