May 31, 2017 – With the assistance of the Department of Environment and Natural Resources (DENR) Central Office and the Department of Budget and Management (DBM), the Guimaras Provincial Environment and Natural Resources Office (PENRO) conducted an orientation workshop on the establishment of Integrated Protected Areas Fund (IPAF) for Taklong Island National Marine Reserve (TINMR) (TINMR). Workshop participants included staff of the protected area, personnel of local government unit (LGU), members of Protected Area Management Board (PAMB), and people’s organizations involved in the ecotourism activities such as La Paz Motor Boat Association and La Paz Fisherfolks Aquatic Resources and Mangrove Management Association. The seminar was a re-echo of the previous IPAF workshop held in Davao last April and formed an integral part of programmed activities of Protected Area Management Enhancement (PAME) Project.
IPAF is a trust fund mandated by the National Integrated Protected Areas System (NIPAS) Act, as amended by Republic Act 10629, and is composed of all earnings generated by the PA under a Special Account in the General Fund (SAGF). The latest DENR-DBM circular indicated that the PAMB can retain 75 percent and remit only 25 percent of the IPAF to the National Treasury.
One issue that was looked into and addressed during the workshop was the need to deputize additional Special Collecting Officers (SCOs) by the PAMB in various entry points of TINMR. (PAME/ PASU Rhett Arthur Diana; Liza Cabungcal; Terence Dacles)
