Fourteen local government units (LGUs) – eight from Bohol (Buenavista, Danao, Dagohoy, Trinidad, Talibon, San Miguel, Alicia, and Duero) and six from Bukidnon (Maramag, Sumilao, Valencia, Pangantucan, Talakag, and Kibawe) – actively participated in the review of the Harmonized Philippine Bidding Document (HPBD) and in the preparation of guidelines for bid evaluation report (BER) and social safeguards monitoring compliance. This review cum orientation was conducted jointly by the INREMP’s National Project Coordinating Office (NPCO) and the Foreign-Assisted and Special Projects Service (FASPS) in Bohol on February 28 to March 2, 2018 and in Bukidnon on March 5 to 9, 2018.
The LGUs were represented by their respective Bid and Evaluation Committee (BAC) and Technical Working Group (TWG) Members/Secretariat.
Foresters Ambrocio Wenceslao and Ner Doydoy, INREMP Focal Persons in Bohol and Bukidnon, respectively, headed the delegation of each province’s Project Management Office (PMO) and Watershed Management Project Offices (WMPCOs). Meanwhile, Mr. Israel Inocencio, head of FASPS Procurement Unit, led a strong contingent of technical personnel from NPCO and FASPS to serve as resource persons.
The activity was conducted to ensure that protocols on preparation of procurement-related documents and on monitoring social safeguards compliance are being observed by the LGUs and are in accordance with the prescribed guidelines of the Government of the Philippines (GoP) and the Asian Development Bank (ADB).
One notable highlight of the activity was the fast tracking to completion of the awarding of contracts to the lowest-calculated and responsive bidders for the rehabilitation of identified access roads of Kibawe, Maramag, Sumilao, and Talakag in Bukidnon, and Buenavista and San Miguel in Bohol by the 2nd quarter of 2018.
