The Foreign-Assisted and Special Projects Service (FASPS) of the Department of Environment and Natural Resources (DENR) conducted the Partners’ Consultation on Project Preparation and Implementation in Region XI in Davao City on December 4-5, 2018. The activity sought to establish common understanding of development and implementation of various foreign-assisted projects among FASPS, the regional offices of DENR, and other stakeholders.

Local officials of DENR, the local government of Mati, the Davao Oriental State College of Science and Technology, and a people’s organization attended the event.

Marcia Isip, Assistant Regional Director for Technical Services of the DENR in Davao Region, deemed the forum as timely as there was a need for Region XI to get full appreciation of the four ongoing foreign-assisted projects in the region.

“This is also an opportune time to exchange ideas, discuss implementation strategies and lessons learned with regard to project implementation and monitoring, and identify specific roles of each office as regards project cycle management,” ARD Isip said.

The creation of Regional Foreign-Assisted Projects (FAPs) Coordinating Office was proposed to ensure that projects would be conceptualized, designed, and implemented under the spirit of transparency, accountability, and full participation of all relevant stakeholders, avoid conflicts, and resolve contentious issues that might hamper achievement of project objectives.

Once the office is established, working relationship between FASPS and the DENR regional offices is expected to improve greatly, and tapping local expertise in the region to help identify potential projects for funding assistance becomes more convenient.
