Atty. Jonas R. Leones

usec leonesAtty. Jonas R. Leones is the Undersecretary for International Affairs and Foreign-Assisted Programs of the Department of Environment and Natural Resources (DENR) where he has served for over two decades in various technical, legal, and managerial capacities.

He holds a Master's Degree in Public Management from the Lee Kuan Yew School of Public Policy of the National University of Singapore and Harvard University in Massachussetts, USA. A lawyer, he obtained his Bachelor of Laws from the New Era University. Aside from that he has Master's Degree in Environmental Science from UP-Los Baños and Bachelor of Science in Forestry, also from UP-Los Baños.

He was born in 1969 in Bulacan, is married, and has two lovely children.

Rommel R. Abesamis

asec abesamis 150x150Assistant Secretary Rommel R. Abesamis got on board the Department of Environment Natural Resources (DENR) when he was appointed by President Benigno Simeon C. Aquino III in October 2012 to the Foreign-Assisted and Special Projects Service, one of the service arms of DENR.

He is a veteran of and a prominent figure in Quezon City’s political landscape, having served as its city councilor for nine successive years (1998-2007) even as he reaped awards for exemplary performance along the way.

His career in government spans close to three decades beginning with tenure in Philippine Charity Sweepstakes Office as branch manager and later in Quezon City’s Hall of Justice as administrator.

Graduated with a degree in AB Economics from San Sebastian College, he proceeded to take up law at the University of Santo Tomas.

He is married and has three children.

Edwin G. Domingo

egdomingo 150x150Director Edwin G. Domingo is currently the Director of the Foreign Assisted and Special Projects Service (FASPS) of the Department of Environment and Natural Resources (DENR). A duly licensed Geologist, he is also the President of the U.P. Geology Alumni Association.  He previously served as Chairman and Member of the Board of Examiners for Geology, and President of the Geological Society of the Philippines.

He completed his Masters Degree in Engineering, major in Mining & Economic Geology in Hokkaido University, Sapporo, Japan, and Masters Degree in Public Administration from the Development Academy of the Philippines.

He has 40 years of continuous public service, 35 years of which was with the Mines and Geosciences Bureau.  He served as the agency’s Assistant Director from 1995 to 2010.

Eddie B. Abugan, Jr.

ebabugan 150px 2Mr. Eddie B. Abugan, Jr. is the Chief of the Project Preparation Division. "Eddie Boy," as he is called, earned his Forest Ranger Certificate and Bachelor of Science in Forestry from the University of the Philippines between 1982 and 1993. On top of that, he holds a degree of Master of Science in Social Planning and Development from the University of Queensland.

While still an undergraduate, he started his career in government as a casual employee of FASPO-managed, World Bank-funded projects involved in forest protection and rehabilitation.

He and his wife are blessed with three kids.

Imelda R. dela Cruz

irdelacruz 150x150Ms. Imelda R. dela Cruz heads the Project Account Management Division. She graduated Bachelor of Science in Commerce Major in Accounting from the Holy Angel University as well as a Master in Public Administration from both PUP and Greenville College. She entered DENR as a Senior Clerk and has risen through the ranks.

Conrado A. Bravante, Jr.

cabravante 150x151Mr. Conrado A. Bravante, Jr. is the present Chief of Project Management Division. Fondly called as "Jun" by his peers, he obtained his Bachelor of Science in Forestry from the University of the Philippines in Los Banos. In addition, he has a Masters in Public Policy, Specializing in Development Administration from the Australian National University.

Jun began his career in government service as a Planning Officer of Forest Management Bureau in 1989.

He is married and has a pair of beautiful daughters.

Jeslina B. Gorospe

jbgorospe 150x150Ms. Jeslina "Lindy" B. Gorospe is the current Chief of Project Monitoring and Evaluation Division. She holds a Bachelor of Science in Forestry degree from the University of the Philippines in Los Banos and a Master in Public Management Major in Biodiversity Conservation and Management from the Development Academy of the Philippines. As well, she earned academic units while enrolling in Master in Public Administration program of UP-Diliman.

Her career in government service spans close to three decades.

Israel Helios Inocencio

ace inocencio 150x150Mr. Israel Helios S. Inocencio is the Head of the Procurement Unit of DENR-FASPS, a position he has held since 2007. He has an Associate in Forestry from the Gregorio Araneta University Foundation. He further continued his studies and obtained his degree of Bachelor of Science in Forestry in 1987.

He entered the government service in 1989 as a casual employee of the then-Foreign-Assisted and Special Projects Office (FASPO) of the DENR. 

He is frequently invited in various orientations and seminars to speak about foreign-funded procurement procedures and requirements.
