Structure

Section 7 of Executive Order 192 provides that the authority and responsibility for the exercise of the mandate of the Department of Environment and Natural Resources, the accomplishment of its objectives and the discharge of its powers and functions are vested in the Secretary who heads and supervises the Department and is appointed by the President of the Republic of the Philippines.

The Foreign-Assisted and Special Projects Service (FASPS), one of the service arms of the Department, is headed by an undersecretary. At present, Atty. Jonas R. Leones leads FASPS.

He is assisted by an assistant secretary and a director who are responsible for overseeing the development, programming and evaluation of project proposals for foreign assistance and special funding, conduct of pre-implementation activities, management, monitoring  and evaluation of the progress and performance of all foreign-assisted and special projects (FASPs).

FASPS is composed of four divisions, each being headed by a division chief. The following are the four divisions of FASPS.

  • Project Preparation Division (PPD)

The PPD shall be responsible for the development, packaging and evaluation of program/project proposals for foreign assistance and local funding support, and conduct of pre-implementation activities.

  • Project Accounts Management Division (PAMD)

The PAMD shall be responsible for the development and management of systems and procedures for the effective financial management of FASPs in accordance with the Philippine government budgeting systems and of funding institutions consistent with loan and grant agreements and monitor the financial performance of each project.

  • Project Monitoring and Evaluation Division (PMED)

The PMED shall be responsible for assessing the the progress and success of projects based on the achievement of project outputs and outcomes and their contribution to DENR programs, priorities and targets; establish and implement a monitoring and evaluation system for foreign-assisted and special projects (FASPs) that is consistent with standards prescribed by oversight agencies, financing institutions, and the DENR. 

  • Project Management Division (PMD)

The PMD shall be responsible for providing coordination and monitoring functions to facilitate the implementation of special projects, both local and foreign-assisted, and institutionalize a system to effect a smooth transition from project preparation to implementation, and from project completion to post-evaluation.
