annual 2021This Annual DENR Foreign-Assisted and Special Project (FASP) Portfolio Report provides an overview on the performance of the Department’s Foreign-Assisted and Special Projects (FASPs) Portfolio for CY 2021 highlighting its contributions to Sustainable Development Goals (SDGs), International Treaties and Regional Agreements, in the Philippine Development Plan (PDP) 2017-2022, and to sectoral targets identified in DENR priority programs and 10-point agenda of the Secretary. It covers thirty-eight (38) foreign-assisted or ODA-supported and Fund 101- supported special projects. Out of these, twenty-eight (28) are ODA-supported composed of two (2) loan-supported projects and twenty-six (26) grant-supported projects, while ten (10) are special projects. For CY 2021, one (1) loan, six (6) grant-supported projects and three (3) special projects are in completion stage, and thirteen (13) are newly implemented. Included also in this report are the forty-five (45) project proposals which are in various stages of development. The DENR FASPs Portfolio consists of projects that are partly or wholly funded with ODA support or through other foreign funding facilities. These are effected through a loan or grant agreement, or similar contracts/ instruments entered into by the Government of the Philippines (GOP), with governments or agencies of foreign countries (bilateral), and through international or multilateral funding institutions. It also includes special projects that are funded under the DENR Special Projects Funds (Fund 101.a.2.d) for the conduct of special studies, design and development in support to forestry, mining and environmental management operation in the General Appropriation Act (GAA) of FY 2021.1....

annual 2020This Annual FASP Portfolio Report covers projects that are on-going, completing, newly implemented as of ending CY 2020. It highlights the current portfolio’s composition and size (e.g., fund category, no. of project covered, funding sources) and geographical distribution (Chapter III). The Report also describes the FASPs accomplishments and showcase the projects’ contributions (cumulative accomplishments) to outcomes/outputs indicators identified under SDGs, DENR’ priority, and international and regional treaties/agreements. Chapter IV highlights major FASPs accomplishments for CY 2020 vis-à-vis the project’s logical framework. Further, innovations generated and emerging lesson-learned from the projects are discussed for possible mainstreaming in the DENR regular operations (Chapter VI). The implementation challenges (Chapter VIII) encountered by the projects and the measures undertaken for smooth implementation of project’s activities towards achievement of project objectives and outcomes are also discussed which can be considered in designing future projects.

The DENR foreign-assisted and special projects (FASPs) Portfolio in 2020 consisted of twenty-one (21) projects, with an aggregate cost of US$364.16 million, or approximately PhP17,492.66 million, comprising of two (2) loans (US$216.52 million or PhP10,400.75 million), fourteen (14) grants (US$147.43 million or PhP7,081.95 million), and five (5) locallyfunded special projects (US$0.207 million or PhP9.96 million)....
